cgi-bin ne fonctionne pas

J'ai réinstallé kubuntu 13.10, cgi-bin ne fonctionne pas. Apache télécharge le cgi au lieu de l'exécuter!

J'ai le dernier apache avec cgi mod activé. Pour 000-default.conf, j'ai ajouté ces options:

ScriptAlias /cgi-bin/ /usr/lib/cgi-bin/
<Directory "/usr/lib/cgi-bin">
  Options +ExecCGI
  AddHandler cgi-script .cgi .pl
  Options FollowSymLinks
  Require all granted

et redémarré Apache mais le problème persiste.

Ceci est ma configuration actuelle apache2.conf:

Je le résous avec ci-dessous. c'est pour activer le module cgi.

sudo a2enmod cgi
sudo service apache2 restart

J'ai eu mod_perl manquant. Après avoir localisé le paquet où il y avait libapache2-mod-perl2, je l'ai installé. apt-get installe libapache2-mod-perl2 puis service apache2 restart. Le scriptAlias ​​par défaut fourni par Apache par défaut est resté inchangé et inchangé.

Je travaille avec Ubuntu 16.04 et j'essaie d'activer les services Web et CGI sur mon NFS (sans tête).
J'ai suivi toutes les autres réponses sans succès ...

J'essaie de garder mes fichiers Web dans un seul endroit, /var/www
J'ai dû éditer /etc/apache2/conf-enabled/serve-cgi-bin.conf pointer vers mon répertoire CGI.
